If you win the Lotto and the govt. takes over 60% of the money, where does all the Lotto taxes and money go?

Years ago, in the 1970s we, in illinois were told the money from the Lotto would be used for the schools. Well the schools are just as poor as ever. With all the Lotto and Powerball, and scratch-and-win lottery cards that people spend billions on every year, where does that money go? what does the government spend it on? and why aren't they spending it on the schools like they promised they would? How could our government be so broke after all these years of collecting taxes and stealing our lottery monies?
