My do is always fowling at home even after 2 hours exorsise a day, yet my ***** doesn't how do I stop it?

I have an un newtered male dog who is recking my my home by fowling opening doors to rooms I'd rather he'd not and eating my clothes. Yet my ***** dog is the complete opposite why is this the case and is there any way to stop him doing so? They are both rescue dogs and I'm attached to them so getting wrid of him is not an option.
