Is the paparazzi out of control? When did the hardships of others become entertainment?

The paparazzi is WAY out of control... But we're so media driven as a society it's partially our fault/partially the paparazzi/and partially the celebrities themselves. They choose to live in LA. They don't have to. And i've heard that when actors/actresses are just starting out their agents actually will call the paparazzi themselves and give them tips on where they're headed... funny right? in the beginning they want/need their photo taken and the second they're famous they want nothing to do with it.
